Job Description

UNOPS Madagascar provides services through its main office based in Antananarivo and has opened branch offices in several regions of the country after the projects covering these regions were signed. The UNOPS office meets the support needs of the Government of Madagascar through funding from multilateral and bilateral donors. UNOPS Madagascar provides a wide range of infrastructure procurement and implementation services and aims to expand its support to diversified projects, the provision of basic services and other related services, particularly in economic and social infrastructure (construction and rehabilitation) and financial management in sectors such as agriculture, transport/public works, sanitation, health, environment and the fight against climate change.

Functional Responsibilities

Under the direction and supervision of the Project Manager, the Monitoring and Evaluation (M&E) Specialist will perform the following functions:

Monitoring and Evaluation
Reporting
Stakeholder Management and Coordination
Knowledge Management

Monitoring and Evaluation
Implement M&E strategies for projects in close consultation with implementing partners, and in accordance with donor and UNOPS guidelines.
Develop and manage the project results framework and logic in close collaboration with donors and key stakeholders.Develop and maintain a system that collects information on all project-funded activities that should feed into the results and M&E framework
Provide oversight and support on M&E and performance to implementing partners working with UNOPS
Conduct site visits for Monitoring and Evaluation in accordance with the M&E plan
Ensure that implementing partners meet their monitoring, evaluation and reporting obligations, by actively encouraging beneficiary participation and harmonizing, where possible, their recording and reporting systems.

Reporting:
Agree the reporting cycle and reporting requirements with funders and each implementing partner;
Support the development and management of standard monitoring, evaluation and reporting formats, in accordance with the logical framework and reporting requirements;
Support the preparation of quarterly and annual project progress reports to donors and other stakeholders.

Support the Mid-Term Review, End of Project Reviews and Annual Reviews and related reporting requirements; and
Lead the development of a dashboard that will incorporate all reporting requirements of implementing partners.
3. Stakeholder Management and Coordination

Establish strong working relationships with Project Steering Committees (comprised of management, key users and key suppliers), clients and all major stakeholders.
Assist project managers in communication between projects and donors.

Support project managers in advising clients on issues that may affect the achievement of their objectives, including those relating to sustainability and post-project requirements such as maintenance.
Knowledge Management:
Support project managers in managing lessons learned and best practices from projects;
Provide technical guidance for the implementation of M&E plans, through training and other forms of on-site support;

Support the development of knowledge management processes within projects, including recording lessons learned and best practices;

Based on monitoring and evaluation data, support projects in developing performance improvement plans;
Support capacity building of stakeholders in monitoring and evaluation through workshops, as needed;
Actively interact with other UNOPS members and the wider project management community to share case studies, lessons learned and best practices.
Perform other duties as may be assigned by the Office Manager and/or Project Managers to support the implementation and supervision of projects.
Monitoring and Progress Controls

Ensure project reporting based on:

Donor requirements
UNOPS procedures
Support the implementation of a knowledge sharing system

Education/Experience/Language requirements

a. Training

A Master’s degree in business administration, international relations, journalism, communication, participatory development, social sciences or a related field; A Bachelor’s degree in business administration, international relations, journalism, communication, participatory development, social sciences or a related field may be accepted in lieu of a master’s degree with 2 additional years of relevant experience
A Certificate in Project Management or relevant training in programs, monitoring and evaluation, communications, program management and administration will be an advantage.
b. Professional experience

Seven (7) years of relevant experience with a Bachelor’s degree (or 5 years of relevant experience with a Master’s degree) in the design, development and/or implementation of monitoring and evaluation systems, preferably for programs in humanitarian contexts is required.
Proven experience in successfully implementing monitoring and evaluation activities is required.
Experience with dashboarding systems is required.

The advantages:

Experience with data collection applications based on Open Data Kit.
Solid experience in managing and supporting multi-sector, multi-partner projects for donor-funded programs.
Mastering the Google Data Studio application
A good contextual knowledge of local issues, community priorities, social and cultural constraints and realities
Previous experience in the United Nations system
c. Required languages:

Excellent knowledge of English and French is required.
