Overview
This position is located within the Global Maritime Crime Programme (GMCP) in the Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) with duty station in Antananarivo, Madagascar.
The incumbent will work under the broad authority of the Representative of ROEA based in Nairobi, Kenya, and the direct supervision of the Programme Coordinator (GMCP, Western Indian Ocean) as well as in coordination with the Senior Programme Officer heading GMCP. The incumbent will also work in close cooperation with the GMCP team which operates under the Justice Section (JS), Division for Operations (DO) of UNODC headquarters located in Vienna.
Responsibilities Within assigned authority, the incumbent will provide assistance and support to the implementation of the Global Maritime Crime Programme activities in Madagascar and the wider Indian Ocean region with an emphasis on Maritime Law Enforcement interventions. The incumbent will provide coordination support as well as undertake extensive travel in the region and assist in the organization of relevant activities and events in the country. The incumbent will be responsible for the following specific tasks:
Contribute to the planning, organization, implementation and monitoring of the UNODC GMCP support activities to enhance maritime law enforcement capabilities for interdictions and investigations, and port security in Madagascar and the wider Indian Ocean region dealing with maritime crime matters; including assessments, infrastructural and equipment support, workshops, training and mentoring, and logistical matters associated with project implementation.
Assist in conducting assessment and review of existing maritime law enforcement capabilities to counter all forms of maritime crime, including maritime terrorism, to better inform the delivery of targeted interventions.
Support activities of the Indian Ocean Forum for Maritime Crime sub-groups, the Southern Route Partnership in particular, provide support in engaging heads of Drug Enforcement Agencies and arranging regular coordination events to ensure collaboration on maritime interdiction operations in the region.
Engage with and build networks of national and regional counterparts as well as international partners working within the maritime domain in Madagascar and the wider Indian Ocean region.
Liaise and coordinate support to the Regional Maritime Information Fusion Centre (RMIFC) and, when required, other regional centres associated with maritime security in the region.
Organize, coordinate and attend workshops and events on maritime security matters, including port security.
Prepare and draft a variety of written progress reports, mission reports, briefings/presentations, policy proposals and documents, summary reports etc.
Provide substantive inputs to regular narrative reports on programme implementation for UNODC and donors.
Prepare and disseminate work plans, terms of reference and programme related documents.
Participate in conferences and meetings as required, including preparing and delivering presentations.
Assist in acting as a liaison for various missions of the UNODC GMCP team to the Indian Ocean.
Perform other work-related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in law, criminology, governance, international relations, political science, humanities, sociology, security or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Work Experience A minimum of two years of progressively responsible professional experience in project/programme management or administration within the area of rule of law and criminal justice at the international level OR successful completion of the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
Experience working in maritime law enforcement is required.
Working experience in post-conflict, peace-building countries is desirable.
Working experience within the United Nations system or similar international organizations is desirable.
Working experience in areas related to the fight against international crime is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another United Nations official language is an advantage.
Assessment Previously rostered candidates are not subject to any further assessment and as such, will not be invited for such an assessment. Evaluation of qualified candidates may include an informal interview.
