Background:
The operation of the Vonjy Centers in the regions is modeled on that of the Vonjy Center in Antananarivo, based on a standard organization of the victim care circuit, but each center has established its own practices over time, while respecting the standard circuit. Moreover, according to the activity reports of the centers and discussions with stakeholders, differences were noted between the Vonjy centers in the approach and practice of child care as well as the procedures.
In order to harmonize procedures in the Vonjy Centers based on lessons learned from the operation of this model since their creation in 2015, and to improve the quality of services provided to children by these Centers, UNICEF proposes to support its partners with consultancy and technical support. This involves carrying out an inventory of the effectiveness and accessibility and a prospective evaluation of the care services of the Vonjy Centers, harmonizing procedures and establishing a standard model to ensure the quality of services offered to victims in accordance with international standards for sustainability at the national level.
This consultation is intended to raise awareness and document best practices and lessons learned from Vonjy center care services in order to establish a standard model at the national level and contribute to strengthening the relevant services and their staff. The results and recommendations from this study will be able to optimally guide and harmonize Vonjy center care services.
How to make the difference?
Overall objective:
Improve the quality of care services for child survivors of sexual violence in vonjy centers.
Specific objectives:
More specifically, this objective consists of:
1. Conduct an inventory of the services provided by the Vonjy centers.
2. Identify gaps in the provision of integrated and quality care services for survivors of sexual violence.
3. Identify necessary adjustments and harmonize/standardize operational procedures for the care provided by the centers.
4. Formulate an action plan for strengthening and improving these services, including capacity building for staff.
Assigned tasks:
This consultation will be divided into three key stages, namely:
Step 1: Conduct an inventory of Vonjy center services.
Step 2: Establish standardized operating procedures for Vonjy center care services that respond to the national/regional context.
Step 3: Establish an action plan to strengthen services and support center stakeholders.
Expected deliverables:
The deliverables consist of:
1. Report on the status of the services of the Vonjy Centers with recommendations for improving these services validated by the stakeholders of the vonjy centers and the central managers concerned (Ministry of Health, UNICEF, MPS, MSP, MinJustice)
2. Mapping of the services available in each of the 6 Vonjy centers
3. Standardized procedures at the national level for the care services of the vonjy centers including a specific referral scheme for each Vonjy center, validated
4. Action plan to improve the performance and quality of the care services of the Vonjy centers, validated
5. Capacity building/support plan for child protection actors involved in the care and their coordination. This plan will include a budget for equipment and operation of the centers as well as options for greater financial ownership of the centers by the state.
Final report validated and PPT presentation including comments from the entities.
Qualifications and experience required…
– Have a minimum Master’s degree or equivalent in social sciences, psychology, social work, medicine or other relevant fields.
Professional experiences :
• Have at least 5 years of professional experience related to child protection or gender-based violence;
• Have proven experience in the field of care for victims of sexual violence;
• Have proven experience in the field of evaluation/documentation of systems supporting victims of sexual violence;
Having a solid knowledge of the design and operation of integrated care centers for victims of violence in other countries will be an asset;
Have knowledge of methodologies and tools for analysis and evaluation of mapping of care centers for children who are victims of violence and the training needs of child protection actors
Knowledge of the design and operation of hotline call centers to support children who are victims of abuse would be an asset.
Skills and abilities:
• Good analytical and synthesis writing skills;
• Good communication and facilitation skills.
• Strong interpersonal skills and the ability to work in a team in a spirit of consultation and collaboration.
