1. Office/Unit/Project Description
After nearly 30 years of commitment to this path, decentralization in Madagascar is slow to become effective in practice. Although the current legislative framework very clearly defines the powers, roles, and structures of the decentralized authorities (1,695 municipalities, 24 regions, and 6 provinces), analyses tend to point to the ineffectiveness of the texts, the lack of horizontal coordination at the national level, and a weak transfer of resources to address development challenges in the territories.
On the one hand, the weakness of decentralized structures weighs heavily on the provision of basic social services to populations and accentuates the imbalance in the development of the different territories. On the other hand, the excessive concentration of powers and resources in the capital also leads de facto to a tension in political issues at the level of control by the central government. This situation fuels social tensions and latent regional divisions that weaken social cohesion at the national level.
UNDP is a key partner of Madagascar in supporting the decentralization process, both through strategic support and capacity building initiatives for territorial stakeholders. Recent developments in the country include the adoption in 2023 of the National Plan for Emerging Decentralization (PNDE) as the new strategic framework, the adoption of the new General State Policy (PGE), and the ministerial reorganization of January 2024, which establishes a new Ministry of Decentralization and Territorial Planning, separate from the Ministry of the Interior. These institutional developments represent real opportunities to relaunch and advance the implementation of decentralization in the country, which UNDP is committed to supporting.
In accordance with the guidelines defined in the Country Programme Document (CPD 2024-2028), the UNDP approach within the framework of the new programming cycle consists of deploying support offers for the implementation of the reform on the decentralization and territorialization of public policy at both central and decentralized levels. In this context, the UNDP will also be called upon to play a central role in coordinating the Nexus HDP approach at the level of the intervention regions.
In this context, the UNDP country office in Madagascar is recruiting a public policy territorialization analyst with proven experience in supporting public policy implementation mechanisms at the territorial level. The main responsibilities and tasks related to this position are described below.
2. Scope of Work
The main mission of the public policy territorialization analyst will be to structure and deploy the approach to supporting the project in the implementation of the actions planned in the PNDE for the implementation of the territorialization of public policies. This involves supporting both the CTDs, the heads of sectoral ministries, and the territorial actors in improving public service offerings and boosting local economies at the territorial level.
The main tasks are:
A. Technical assistance
1)- Steering and coordination of territorialization:
Support the Steering Committee, the Interministerial Committee and the Ministry responsible for decentralization in the technical and strategic work of decentralization in general and the territorialization of public policies.
2)- Planning and operationalization of territorialization
Support and assist the ministries and entities concerned in the development of mechanisms and planning of transfers of skills and resources to the CTDs in compliance with the principles of subsidiarity, the texts in force and those within the framework of the institutional and legal reforms provided for in the PNDE;
Support and monitor the work of consultants responsible for developing operational plans for the territorialization of public policies of sectoral ministries and sectoral financing of technical and financial partners;
Support and assist sectoral ministries in the development and implementation of a programmatic framework for the territorialization of their public policies, including mechanisms for the redeployment of human and financial resources for the benefit of the territories;
Support and monitor the work of consultants in the development of territorial plans for public service offers and the implementation and operationalization of governance and territorial engineering.
3)- Local project management.
Establish a support framework for STDs, CTDs and regional/local stakeholders in:
The implementation of territorial plans for the provision of public services and in the establishment and operationalization of territorial governance and engineering;
The establishment of mechanisms and systems for governance, improvement and sustainability of public service offerings to the population;
In the establishment of mechanisms and devices to improve and facilitate the population’s access to public services;
Strengthening the capacities of territorial actors in the governance of territorial services and the management, coordination and implementation of transferred skills and territorial development projects.
B. Contribute to project management
Ensure the implementation of all activities relating to this technical assistance, from the development of their terms of reference to the monitoring of their execution in compliance with the procedures and codes of conduct in force within the UNDP
Contribute to program management activities (planning, monitoring, review, reporting, etc.)
C. Others
Perform any other tasks assigned by the program and UNDP, relating to the achievement of project deliverables.
4. Institutional arrangement
The public policy territorialization analyst will be under the supervision of the National Coordinator of the Support for Decentralization and Territorialization of Public Policies project to which he/she is attached.

6. Minimum Qualifications of the NPSA passed
Min. Academic Education
An advanced university degree (master’s degree or equivalent) in political science, law, social sciences, administration, management or equivalent field is required, or
A first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be duly considered in lieu of the advanced university degree.
Min. years of relevant Work experience
Two (02) years of experience with a master’s degree or (4) four years with a bachelor’s degree in supporting national and decentralized institutions in the implementation of public policies at the territorial level
Required skills and competencies
Good knowledge of common office software: Word, Excel, Outlook, Powerpoint, Zoom, Teams.
Desired additional skills and competencies
Proven ability to work under pressure and manage deadlines.
Proven experience in providing technical support in a decentralization and local governance project/program,
Good knowledge of the local economic development theme
Required Language(s) (at working level)
Perfect command of French;
