Organizational Context and Vision
Founded in 1951, IOM is the United Nations migration agency and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Under the direct supervision of the National Project Officer, and the overall supervision of the Project Manager, and in collaboration with the relevant units of the Regional Office, the Communication/GIS Assistant is responsible for contributing to the implementation of communication and information management activities to promote IOM, collect and process data, engage communities, and raise awareness of migration issues at both the national and international levels.
Responsibilities and Accountabilities The successful candidate will have the following responsibilities related to information management and project communications:
1. Contribute to the technical implementation of all DTM activities as outlined in the project framework documents, in Mananjary and other areas.
2. Contribute to facilitating training for local data collectors and users on DTM tools and equipment; 3. Assist in coordinating the collection, preparation, and dissemination of public information
on IOM activities in the country, both written and verbal.
4. Support the National Project Officer in monitoring the quality of data collection and entry work by identified data collectors according to the established methodology. 5. Analyze and process collected data using standard IT tools and Geographic Information Systems (GIS).
6. Provide support for the timely and efficient publication and distribution of media content for the mission’s social media channels, as well as for the global website iom.int and other IOM media, websites, blogs, etc.
7. Develop standard publication and presentation materials in various data visualization formats, including maps, statistics, infographics, and tables.
8. Support the National Project Officer and the Logistics and Procurement Assistant in the preparation and monitoring of IT equipment purchases and their delivery. 9. Support the National Project Manager in the recruitment process and identification of staff, intermediaries, and other logistical tasks necessary for the implementation of activities.
10. Support and assist in the implementation of DTM data collection activities in the field, as well as coordination with the community and local authorities; and ensure the quality and timeliness of the data collected.
11. Report regularly and proactively on progress against the objectives, deliverables, results, work plans, and reporting schedules established with the Antananarivo office.
12. Provide general GIS or cartographic support to the IOM Madagascar Office.
13. Any other duties as assigned.
Required Qualifications and Experience
Education
Hold a university degree in computer science, geography, or other related fields; Have a minimum of four (4) years of relevant professional experience in information management, database management, and GIS.
Experience
• Be familiar with the use of mapping and information management software;
• Excellent report writing skills in French and a good understanding of English.
• Excellent communication and organizational skills;
• Advanced knowledge of the issues and realities of the East Coast;
• Experience in humanitarian assessments would be an asset;
• Experience within the United Nations system would be an advantage.
• Ability to work effectively and harmoniously with colleagues from diverse cultures and professional backgrounds.
Languages
Very good command of French (spoken and written).
Good command of English (spoken and written) would be an asset.
