Organizational Context and Vision
Founded in 1951, IOM is the United Nations migration agency and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
As part of its activities related to responding to humanitarian emergencies on the east coast of Madagascar, IOM is recruiting an Operational Field Project Assistant for a period of six months.
Under the direct supervision of the
National Project Manager and the overall supervision of the Project Manager, he/she will be responsible for supporting the preparation and operational monitoring of the implementation of emergency project activities, including logistics management.
Responsibilities and Accountabilities
The responsibilities and duties of the position are as follows:
1. Participate in the identification and assessment of assistance needs from various humanitarian sectors for the protection of internally displaced persons and host communities; 2. Support the rapid and adequate implementation of emergency operational activities, e.g., but not limited to, data collection and identification of the needs of displaced persons, support for the implementation of camp management and coordination activities, and monitoring of implementing partners’ activities, in accordance with the program strategy, guidelines, objectives, and deadlines defined by the respective Clusters, e.g., Shelter/NFI/CCCM, protection;
3. Provide support for monitoring and coordinating the procurement of different types of assistance, e.g., verifying the quality and quantity of all materials and equipment purchased and/or transported;
4. Prepare and plan the material resources required for the work;
5. Coordinate, under the supervision of the Project Manager, all activities supporting the implementation of income-generating activities with the field team as well as government and humanitarian partners as necessary to achieve project goals and objectives;
6. Support the integration of cross-cutting issues such as protection, gender, the environment, children, and gender-based violence;
7. Provide regular and detailed reports to the National Project Manager on the implementation of activities, including progress reports, localized beneficiary lists, and other similar monitoring tools; 8. Upon delegation from the National Project Manager or Project Manager, participate in meetings, forums, and other activities, particularly within the framework of the respective Clusters or other coordination structures;
9. Conduct field missions for the implementation of program activities;
10. Perform any other tasks that may be assigned within the scope of the job.
Required Qualifications and Experience
Education
• Hold a university degree in logistics, administration, and finance, or
other degree in a similar field with two years of relevant experience; or
• A high school diploma in the above fields with four years of relevant professional experience.
Experience
• Familiarity with the standards and guidelines of various humanitarian sectors; • Experience working, liaising, and exchanging with national institutions, local authorities, and other humanitarian partners;
• Experience working in operational humanitarian, distribution, or logistics roles with a United Nations agency or international organization;
Languages
For this position, fluency in French (oral and written) is required.
Good command of English (spoken and written) would be an asset.
Skills
The incumbent must demonstrate the following values and skills:
