As the leading United Nations agency in the field of migration, IOM works with its partners to contribute to addressing the growing challenges of managing migration flows, foster understanding of migration issues, promote economic and social development through migration, and work to respect the human dignity and well-being of migrants.
As part of its TADY program on diaspora engagement and in connection with capacity building to support national and sub-regional stakeholders responsible for mobilizing the Malagasy diaspora, IOM is recruiting a Senior Project Assistant – Border Management (TADY-Diaspora) for its Antananarivo Office. In this context, under the overall supervision of the IOM Madagascar Chief of Mission and the direct supervision of the Program Officer, the Senior Project Assistant – Border Management (Senior Project Assistant – Diaspora) will be responsible for:
Responsibilities and Accountabilities
1. Contribute to the technical implementation of all TADY (diaspora) program activities as outlined in the project framework documents and proactively identify problems in the technical implementation of project activities in order to adopt the necessary measures;
2. Participate in the evaluation and monitoring of project implementation, including by preparing monthly work plans and progress reports, and ensuring the collection and compilation of information necessary for monitoring and evaluating project implementation; 3. Provide technical and administrative support for conducting rapid assessments, training workshops, working meetings, and other conferences, as well as for developing awareness-raising and capacity-building modules;
4. Support the Program Officer and the Senior Logistics and Procurement Assistant in preparing and monitoring equipment purchases;
5. Support the Program Officer and the Administration Unit staff in monitoring the execution of project expenditures, in line with budgets approved by donors, and in accordance with IOM’s internal standards and regulations;
6. Contribute to maintaining dynamic working relationships with national counterparts, service providers, and all partners implementing interventions directly or indirectly related to the IBM program, to facilitate coherence and coordination of the various activities;
7. Participate in working meetings, thematic groups, and other coordination meetings related to the Diaspora program;
8. Provide administrative and logistical support for the recruitment and facilitation of consultants involved in projects;
9. Prepare progress reports that meet donor needs;
10. Assist in the development of new Diaspora Unit projects;
11. Support IOM’s visibility and communication efforts related to the implementation of the Diaspora (TADY) program;
12. Participate in meetings and other inter-agency consultations and other thematic groups within the United Nations.
13. Any other duties that may be assigned.
Required Qualifications and Experience
Education
Hold a university degree (Bachelor’s degree) in international relations, social sciences, political science, law, or a related field. Experience
• A minimum of four (4) years of experience implementing multilateral cooperation projects in the areas of governance, security, migration management, or a related field;
• Proven experience and capacity in cooperation and liaison with institutional partners, the United Nations system, and the private sector.
Languages
For this position, fluency in French and English is required (oral and written).
Skills
Excellent communication, organizational, and writing skills;
Experience working in the United Nations system would be an advantage.
