Organizational Context and Vision
As the leading United Nations agency in the field of migration, IOM works with its partners to contribute to addressing the growing challenges of managing migration flows, foster understanding of migration issues, promote economic and social development through migration, and work to respect the human dignity and well-being of migrants.

The project “Combating Desertification and Promoting Climate Resilience of Migrant Populations Affected by Climate Change in the South,” funded by the IOM’s International Development Fund (IDF), aims to help host communities and migrant populations from the South become more resilient to environmental degradation due to climate change by promoting the restoration of degraded lands while raising awareness among migrant populations and host communities about the need to preserve the environment and, therefore, protected areas (PAs).

Furthermore, it contributes to the fight against deforestation caused by bushfires in order to avoid conflicts related to access to land, with a view to strengthening social cohesion between migrant populations and host communities living around or in arable land/protected areas. This project is part of the overall strategy of the Ministry of Environment and Sustainable Development (MEDD).

In this context, under the overall supervision of the IOM Madagascar Chief of Mission and the direct supervision of the Program Officer, and in consultation with the MECC Regional Thematic Specialist (RTS) in Pretoria, the selected National Project Officer will be responsible for managing the programming of the future project on Migration, Environment and Climate Change (MECC), integrating the MECC within the mission, and acting as the IOM focal point for related initiatives with external stakeholders. Their responsibilities will include the following

Responsibilities and Accountabilities
1. In coordination with the Program Officer, support the management of the overall implementation of the IOM Development Fund project on the upcoming MECC in the mission in a timely manner and be responsible for its financial, administrative, and technical oversight in accordance with IOM policies and practices as well as donor requirements.

2. In coordination with the Program Officer, support the design and development of new projects on migration, environment, climate change, and related topics, with a particular focus on the MECC, in close coordination with government authorities, international and regional institutions, and public/private sector partner organizations.

3. In coordination with the Program Officer, participate in the identification of potential funding opportunities for the MECC, in close collaboration with the IOM Madagascar Program Development and Support Unit and the Regional Office in Pretoria. 4. In coordination with the Program Officer, contribute to the development of policy, strategic, and programmatic recommendations for mission planning.
5. In coordination with the Program Officer, contribute to the integration of the MECC into IOM’s existing program areas, including, but not limited to, emergency response, migrant protection, labor migration, border management, etc.
6. Support the strengthening of institutional learning on ecosystem preservation and the Common Country Analysis Framework (CCA).
7. In coordination with the Program Officer, establish and maintain strong partnerships and liaison with government entities, UN agencies, and other stakeholders in Madagascar. 8. In coordination with the Program Officer, contribute to IOM’s participation in external initiatives related to the MECC, such as Pillars 4 of the UNSDCF, as well as participate in meetings of the Ministry of Environment and Sustainable Development’s (MEDD) climate change working group.
9. Assist the IOM Madagascar team in promoting MECC-related initiatives and ensuring donor visibility by drafting/reviewing press releases, newsletters, briefing notes, etc.
10. Perform any other duties as assigned.

Required Qualifications and Experience
Education
Hold a university degree (Master’s degree) in development studies, humanitarian studies, social sciences, international relations, environment, climate change, natural resource management, disaster risk management, or international law from an accredited academic institution.
Experience
Have a minimum of two (2) years of experience in the implementation of multilateral cooperation projects in the field of governance, environment, or a related field;
• Proven experience and capacity in cooperation and liaison with institutional partners, the United Nations system, and the private sector.
• Experience in migration issues, including operational and field experience, project development, management, and reporting.
• Experience in liaising with government authorities, donors, universities, other national/international institutions, and NGOs.
• Experience in project management and monitoring and evaluation is an asset.
Languages
For this position, fluency in French and English (oral and written) is required.
Skills
Excellent communication, organizational, and writing skills;
Experience working in the United Nations system would be an advantage.
