Organizational Context and Vision
As the leading United Nations agency in the field of migration, IOM works with its partners to contribute to addressing the growing challenges of managing migration flows, foster understanding of migration issues, promote economic and social development through migration, and work to respect the human dignity and well-being of migrants.

The project “Combating Desertification and Promoting Climate Resilience of Migrant Populations Affected by Climate Change in the South,” funded by the IOM Development Fund (IDF), aims to help host communities and migrant populations from the South become more resilient to environmental degradation due to climate change.

In this context, under the overall supervision of the IOM Madagascar Chief of Mission, the direct coordination of the Program Manager, and in consultation with the National Project Officers, the selected Project Assistants will be responsible for supporting the implementation of the activities of the upcoming IOM Development Fund (IDF) Migration, Environment and Climate Change (MECC) project, and the project on managing mismanaged migration and building the capacities of local authorities and project partners, funded by the UNTFHS. His or her responsibilities will be as follows:

Responsibilities and Accountabilities
1. In coordination with the National Project Officers, support the management of the overall implementation of the upcoming IOM Development Fund project on the MECC and the United Nations project on the UNTFHS, including financial, administrative, and logistical tasks, in accordance with IOM policies and practices and donor requirements.
2. In coordination with the National Project Officers, support the organization of workshops, meetings, and other conferences within the framework of the MECC and UNTFHS projects;
3. In coordination with the National Project Officers, assist in the mobilization and monitoring of activities with implementing partners and service providers;
4. Assist in the drafting of correspondence and dispatching to authorities and other partners; 5. Reconcile supporting documents with the finance unit in Antananarivo;
6. Enter and track operational advances into the OIPA system.
7. Assist in organizing the filing and archiving system for administrative documents, including correspondence, IOM standards and instructions, internal administrative memos, and human resources files. 8. In coordination with the National Project Officers, prepare operational advance requests for MECC and UNTFHS project activities.
9. Any other duties that may be assigned.
Required Qualifications and Experience.

Education
Hold a university degree (Bachelor’s degree) in development studies, humanitarian studies, social sciences, international relations, environment, climate change, natural resource management, disaster risk management, or international law from an accredited academic institution.

Experience
• Have a minimum of two (2) years of experience in the implementation of multilateral cooperation projects in the fields of governance, the environment, or a related field;
• Proven experience and capacity in cooperation and liaison with institutional partners, the United Nations system, and the private sector. • Experience in migration issues, including operational and field experience, project development, management, and reporting.
• Experience liaising with government authorities, donors, universities, other national/international institutions, and NGOs.
• Experience in project management and monitoring and evaluation is an asset.
Languages
For this position, fluency in French and English (oral and written) is required.
Competencies
Excellent communication, organizational, and writing skills;
Experience working in the United Nations system would be an advantage.
