Organizational Context and Vision
As the leading United Nations agency in the field of migration, IOM works with its partners to contribute to addressing the growing challenges of managing migration flows, foster understanding of migration issues, promote economic and social development through migration, and work to respect the human dignity and well-being of migrants. As part of its country activities and to support its Administration, Finance, and Logistics Unit, the IOM Mission in Madagascar is strengthening its team and recruiting a Financial and Administrative Assistant for its Antananarivo Office.
Responsibilities and Accountabilities
Under the general supervision of the IOM Madagascar Chief of Mission, the Resource Management Officer (RMO), and the direct supervision of the Senior Administrative Assistant, the Financial and Administrative Assistant will be responsible for:
In the “Accounting” area:
1. Assisting in the collection, verification, and proper filing of financial documents and supporting accounting documents for the mission’s projects;
2. Assisting in the entry and processing of accounting and financial documents for validation at various levels in the OIPA system; 3. Assist in the manual and electronic entry of the Mission’s accounting operations in coordination with the Senior Administrative and Financial Assistant and the RMO in the SAP system, ensuring compliance with the rules and procedures in force;
4. Assist in the processing of monthly accounting closing operations, assist in monthly bank audits and reconciliations under the supervision of the Senior Administrative Assistant;
5. Assist in maintaining the petty cash fund of the Antananarivo Office and ensure weekly monitoring;
6. Assist in identifying improvements in internal systems and workflows relating to the Mission’s Finance, Accounting, and Logistics components.
In the Administration component:
7. Assist in the processing of administrative files and the drafting of routine correspondence (letters, Notes Verbales, etc.) relating to administration;
8. Assist in organizing the filing and archiving system for administrative documents, including correspondence, IOM standards and instructions, internal administrative notes, and human resources files; On the “Human Resources” side:
9. Assist in the regular updating of the personnel file in coordination with the Senior Administrative and Financial Assistant as needed – Assist with routine human resources management tasks related to recruitment, separations, classification, reclassification, and promotion;
On the “Logistics” side:
10. Support the organization and preparation of logistics activities related to meetings, workshops, conferences, and other important mission events;
11. Any other task that may be assigned.
Required Qualifications and Experience
Madagascan nationality;
Education
• Advanced university degree (bachelor’s degree) in accounting/finance and/or proven training in these fields;
Experience
• At least 2 years of experience in the aforementioned fields;
• Able to travel regionally as needed;
• Excellent command of IT tools, experience with integrated management systems;
• Personal commitment, integrity, flexibility and the ability to work efficiently and Operates harmoniously under pressure in a multicultural environment;
• Experience in international cooperation (United Nations, NGOs, etc.) would be a significant asset.
Languages
For this position, fluency in French is required (oral and written).
Knowledge of English would be an asset.
