Introduction
For over 30 years, the International Labour Organization (ILO) has been implementing the High Labor Intensity (HLI) approach in Madagascar for the implementation of various infrastructure projects, such as roads, hydro-agricultural developments, and cyclone-resistant buildings.
This approach combines theoretical and practical training in the field of construction and the creation of decent employment opportunities for local populations. By rigorously respecting quality and safety standards, the program meets the specific needs of communities while integrating infrastructure that is resilient to climate change.

The HLI Project is also distinguished by its positive impact in the fight against poverty, unemployment, and underemployment, by promoting the transition to decent and formal employment.
As part of the implementation of the ILO Technical Assistance Project to various partners for the implementation of HIMO (High Labor Intensity) works in irrigated areas and tracks, and capacity building of management structures, the ILO is launching a call for applications for the recruitment of a Program Administrator responsible for environmental and social safeguarding.

Hierarchical line
Under the overall responsibility of the Director of the ILO Country Office/Antananarivo and the direct supervision of the National Coordinator of HIMO Projects (CNP), the Program Administrator responsible for environmental and social safeguards performs the following multiple functions:

Main functions and responsibilities
• Advise the HIMO Project Support Unit on all environmental and social issues and ensure the application and compliance, in the conduct of Project activities, with national and international legal provisions as well as Donor policies and guidelines on social safeguards (in strict compliance with the Environmental and Social Framework).

• Identify, analyze priorities and assess all potential environmental and social risks and impacts related to project activities during annual planning and propose measures and tools for their management;
• Evaluate or carry out environmental and social screening of identity sites for the implementation of project activities and prepare the Terms of Reference for design offices or individual consultants to be recruited by the Project when the need arises, support studies or the implementation of environmental and social safeguard activities;

• Ensure the inclusion of environmental and social clauses in tender documents (DAO) and works contracts. Work closely with the Project Program Administrators and design or update the environmental and social tools/sheets to be completed by the Socio-Environmental Specialist of the companies for the various worksites;
• Monitor the implementation by the companies of the main actions included in the ESMPs resulting from the Environmental and Social Management Framework (ESMF) or the ESIAs and ensure that the rehabilitation and construction work of the infrastructure is carried out in compliance with the requirements of the environmental and social standards of the donors deemed relevant in the context of the implementation of the project, and that the implementation of the planned mitigation or support measures is effective;

• Design the modules and organize training sessions for the benefit of key stakeholders (Mayors, Municipal Councilors, companies, populations, village chiefs) through workshops on the issues of environmental and social safeguards in the context of the implementation of the Project;
• Develop the investment mapping and intervention area of ​​the project to inform a rapid spatial analysis within the framework of other interventions and set up an environmental and social monitoring dashboard of the project activities and assess the management performance of environmental and social measures;

Other attributions
• Design risk analysis tools, define relevant hygiene, health and safety indicators and ensure regular reporting of information from the Hygiene-Health-Environment component relating to the Project’s activities and ensure consultation and involvement of populations by companies in the implementation of infrastructure rehabilitation work according to the HIMO Approach;
• Develop a system of coordination and exchanges with other national and local institutions/ministries to better take into account environmental and social concerns at each level, and facilitate the process of feeding and updating data;

• Monitor and report the implementation of the measures and actions agreed in the Environmental and Social Commitment Plan (ESCP) and ensure the archiving of all documentation produced as part of the implementation of the ESMP of the ESMP and ESIA;
• Popularize and implement the provisions of social safeguard tools including (i) the planning framework for indigenous populations (CPPA) and possibly the PPA as soon as it is developed and adopted (ii) the Plains Management Mechanism (MGP) (iii) Possibly the Environmental and Social Management Plan (PGES);

• Ensure the consistency and quality of the data collected for the preparation of the various reports on the environmental and social aspects of the Project and participate in circumstantial reports in the event of an environmental and/or social incident or in the event of an accident;
• Ensure periodically and in a timely manner:
The preparation of activity reports relating to the social safeguard measures of the Project,
Monthly production of reports on the implementation of the complaints management mechanism.
• Participate in the implementation of recommendations (relating to social safeguards aspects) of the reports of supervision and evaluation missions on the Project’s activities and respond to any request for data on the Project from the Government, the World Bank or other social partners;
• Perform any other function related to the position.

Required qualifications
Training
Undergraduate degree in the fields of environmental and/or social sciences and other similar social sciences.

Experiences
Have at least one year of relevant operational and professional experience at the national level in the implementation of environmental protection policies, within projects financed by financial partners, including the World Bank. Proven experience in effective collaboration with administrations responsible for environmental and social safeguards would be an asset.

Technical Requirements: Having a good knowledge of the World Bank’s Environmental and Social Framework with in-depth knowledge of all standards relevant to social issues (No. 1, 2, 4, 5, 7, 8 and 10) is important; Having practical experience in participatory and inclusive approaches to conflict management, design, operationalization and monitoring of Complaint Management Mechanisms within communities; awareness raising, social assessments, public consultation, training and participation of populations in the implementation of development project activities.

LANGUAGES
Excellent command of written and spoken French. Good knowledge of English would be an asset.
SKILLS
• Knowledge of concepts and procedures related to programs, budgets, project administration and evaluation, as well as the mandate and structure of labor market institutions in selected countries.
• Knowledge of the Bureau’s financial rules and regulations.
• Good knowledge of the context and challenges of the areas of expertise for the project.
• Strong analytical skills, ability to justify needs and approaches for problem solving and good writing skills.
• Good ability to interpret project information and to identify and analyze implementation problems.
• Good oral and written communication skills. Ability to clarify information.
• Proven experience in collaboration and teamwork and the ability to work effectively with a multicultural and interdisciplinary team as well as to work on own initiative.
• Ability to work independently, quickly and accurately and to take initiative and responsibility.
• Ability to work under pressure and meet deadlines.
• Proficiency in Microsoft Word, PowerPoint, Excel, web browsers and database applications.
• Ability to demonstrate tact and diplomacy in dealing with third parties.
• Ability to work in a multicultural environment and demonstrate gender-sensitive behavior.
