Excellent understanding of technology, web, design, editorial, digital, social media and multimedia platforms.
Experience in project communication and/or regional communication on development results with partners is desirable.

Established in 2022 and currently undergoing rapid expansion, UNOPS Madagascar provides services through its main office in Antananarivo and has established branches in several regions of the country. The UNOPS office meets the support needs of the Malagasy government with funding from multilateral and bilateral donors. UNOPS Madagascar provides a wide range of infrastructure, procurement, and project management services and aims to expand its support to diversified projects, the provision of basic services, and other related services, particularly in the areas of economic and social infrastructure (construction and rehabilitation) and financial management in sectors such as agriculture, transport/public works, renewable energy, health, environment, and climate change.
The communications analyst will provide support to a wide range of projects and their communications needs.
Functions and responsibilities
Under the direct supervision of the Communication and Partnership Specialist, the communication analyst will perform the following tasks, in full compliance with UNOPS rules, regulations and policies, in order to support the Mada Office in UNOPS key intervention and service areas:
Communication strategy
Content development and management
Managing stakeholder and media relations

Knowledge Development and Management
Communication strategy
● Contribute to the design and implementation of an external communications strategy and communications plans for projects and country offices. Update and adapt the strategy and plans as needed. ● Ensure that donor visibility and communications requirements are met. ● Manage external communications for all channels, including managing a communications content calendar. ● Work closely with other colleagues to prepare and coordinate the production of communications materials for distribution to the media and other stakeholders, including local authorities, donors, partners, civil society organizations and the general public, as defined by UNOPS and project communications strategies.
Content development and management
● Develop communication products and information materials, including media releases/statements, press kits, Q&As, donor briefings, case studies/feature articles, photographs and videos, social media content, internal and external newsletters, etc. ● Regularly update content on UNOPS social media platforms, including Twitter, Facebook, Instagram and YouTube, ensuring that they are both informative and engaging for the general public and reflect the objectives, strengths, and achievements. ● Support project communication plans as needed by drafting strategies and providing guidance for their implementation and evaluation, in collaboration with project managers. ● Evaluate the effectiveness and impact of external communication activities.
Managing stakeholder and media relations
● Develop relationships and maintain strong communication channels and networks with national, regional and local media and other stakeholders as appropriate. ● Maintain relevant contact lists to support effective working relationships. ● Conduct regular external media monitoring and compile all UNOPS coverage, file with appropriate references, and share with the internal team. ● Conduct spot checks on the effectiveness and reach of UNOPS communication products and social media pages, and advise management on ways to improve these products.
Event management
● Support the management team in organizing press conferences, donor briefings, implementation support mission presentations, etc. ● Support the representative and PDO in preparing talking points and writing speeches for project-related conferences, press conferences, international days, appointments, meetings, missions, etc. ● Identify opportunities to participate in events and conferences, organize events to promote and advance the work of UNOPS with key partners. ● Liaise closely with colleagues to identify event opportunities in different thematic areas, including field trips, missions, seminars, report launches and workshops.
Knowledge Development and Management
● Support increased learning and knowledge management through the development, communication, promotion and use of evidence and experiences from project and partner activities, and through sharing with UNOPS and partners and beneficiaries to partners and beneficiaries. Actively participate in United Nations and UNOPS communication forums.
Education/Experience/Language requirements
EDUCATION – Advanced university degree (e.g., Master’s degree) in a relevant field such as communications, journalism, public relations, international development, political science, international relations, or any other relevant field. – A first-level university degree (e.g., Bachelor’s degree) in the above-mentioned fields, with two additional years of training in the above-mentioned fields and two additional years of relevant professional experience may be accepted in lieu of the education requirements described above. EXPERIENCE
At least two years of experience in journalism, communications or public relations, including international experience, is required.
Excellent understanding of the intersection of technology, web, design, editorial, digital, social media and multimedia platforms to tell engaging, impactful and informative stories
Experience in project and/or regional level communication on development results with counterparts/partners is desirable.
Previous experience in international organizations, international development, in post-disaster and/or emergency contexts would also be an advantage.

Background information – DR Congo
Based in Kinshasa, Democratic Republic of the Congo (DRC), since 1991, the UNOPS Democratic Republic of the Congo Multi-Country Office (CDMCO) covers eleven countries: Angola, Burundi, Cameroon, Central African Republic, Comoros, Gabon, Equatorial Guinea, Democratic Republic of the Congo, Republic of the Congo, Madagascar, and Rwanda. The multi-country office is currently operational in nine of the fifteen countries; it has a portfolio of more than 30 projects and employs more than 260 people.
UNOPS CDMCO has been identified as a United Nations system agency that can support the area of infrastructure and humanitarian and post-conflict management both horizontally and vertically. The office has developed a strong working relationship with international partners, UN agencies, including UN missions, and Central African governments over the years. It provides technical support and capacity building in strategic development areas, including infrastructure rehabilitation and development in the health, education, public works, and governance/public administration sectors; procurement, project management, and sectoral advisory services; peace and security; and environmental preservation and protection, among others.
