This is a NO-B contract. This kind of contract is known as National Professional Officers. It is normally only for nationals. It’s a staff contract. It usually requires 2 years of experience, depending on education.

The main external interlocutors for this position will be the authorities and technical teams of the relevant ministries as well as development partners operating in similar areas in the country in order to facilitate the creation of partnerships and synergies. The Deputy National Project Manager will assist in the overall planning, implementation, monitoring, reporting, evaluation and documentation of the Program. Specifically, he or she will be responsible for the execution of the following tasks: ***Program Planning and Implementation:*** – Contribute to the design of the CapED program in Madagascar based on national priorities and the Program’s results framework and participate in monitoring its implementation while making proposals for adjustments, if necessary; – Support the establishment of mechanisms to ensure the sustainability of program results; – Contribute to the identification and development of opportunities for creating synergies with other related initiatives, internal and external to CapED, in a spirit of partnership synergy and mobilization of additional funds to complement the CapED special account; – Contribute to supporting and advising the Malagasy authorities on technical education and vocational training; – Contribute to the mobilization and technical involvement, as needed, of UNESCO experts (Headquarters, Regional Offices, Specialized Institutes) in the implementation of the Programme’s activities; – Assist in regular communication in order to give visibility to the Programme’s actions and to UNESCO; – Contribute to facilitating and encouraging the sharing of good practices with countries/programs with the same issues; – Assist the Head of Branch in any other task requested, relating to capacity building and TVET in Madagascar. ***Programme Monitoring and Reporting:*** – Assist in monitoring implementation and preparing budget revisions as needed, in line with CapED programme priorities and in close collaboration with the coordination team at UNESCO Headquarters; – Contribute to monitoring administrative matters concerning the CapED programme in Madagascar including contract management; – Assist in preparing progress reports on the implementation of the Programme in Madagascar; – Contribute to the preparation of any other relevant monitoring and/or briefing documents requested by the Head of Antenna, the Head of Education Sector, the Director of the Nairobi Regional Office or by the CapED coordination team at Headquarters. **SKILLS (Fundamental / Managerial)** ———————————————- Communication (F) Responsibility (F) Innovation (F) Knowledge sharing and constant improvement (F) Planning and organization (F) Results-oriented culture (F) Teamwork (F) Professionalism (F) For more information, please consult the [UNESCO Competency Framework.](https://en.unesco.org/sites/default/files/competency_framework_e.pdf) **REQUIRED QUALIFICATIONS** —————————***Education*** – Advanced university degree (Master’s degree or equivalent) in the field of Education, development sciences (sociology, economics) or a similar field. ***Professional experience*** – At least two (2) years of relevant professional experience in the field of Education and particularly TVET; – Experience in program management and coordination on the theme of technical and vocational education and training (development, implementation, monitoring and evaluation); – Experience in mobilizing funds and actions from different donors; – Experience in developing institutional, organizational and individual capacities. ***Know-how and skills*** – Strong personal involvement in providing support to the country in the implementation of the strategy in terms of technical and vocational education and training; – Excellent ability to work in a team and with different partners; – Good writing, interpersonal and communication skills; – Good skills in Information Technology and use of program planning and monitoring tools; – Good knowledge of the Malagasy context or that of French-speaking African countries is an asset; – Excellent communication skills, both written and oral; – Good knowledge of computer tools such as MS (Word, Excel, PowerPoint etc.). ***Languages*** – Excellent command of French (written, read and spoken) and good knowledge of English. **SALARIES AND ALLOWANCES** ————————– UNESCO salaries consist of a base salary and other benefits which may include, where applicable: 30 days of annual leave, family allowances, health insurance, pension plan, etc. The starting annual salary for this position is approximately US$ 13,367.
