UNOPS Madagascar provides services through its main office based in Antananarivo and has opened branch offices in several regions of the country after the projects covering these regions were signed. The UNOPS office meets the support needs of the Government of Madagascar through funding from multilateral and bilateral donors.

UNOPS Madagascar provides a wide range of infrastructure procurement and implementation services and aims to expand its support to diversified projects, the provision of basic services and other related services, particularly in economic and social infrastructure (construction and rehabilitation) and financial management in sectors such as agriculture, transport/public works, sanitation, health, environment and the fight against climate change.

UNOPS Madagascar is seeking to recruit a Senior Biomedical Engineer.

In support of the Project Manager, the Senior Biomedical Engineer will be responsible for leading all tasks related to the assessment of needs for medical equipment, supplies and medical furniture and will contribute to the development of several health-related projects at the Madagascar office and then to the acquisition, deliveries, installation and commissioning of this equipment.

The biomedical engineer will be responsible for reviewing the complete specifications of equipment, health infrastructure works and other services (installations, training, commissioning, assembly, testing) and proposing alternatives where appropriate.

Functional Responsibilities
1. Needs assessment and implementation of procurement strategies

Review, advise on, and assist in consolidating equipment lists by service type. Review their operational performance and make recommendations to the Partnerships Team and relevant partners and institutions on specifications and other technical/substantive elements required to effectively develop, plan, launch, and implement projects.
Advise management and the Partnerships team on project scope, overall technical/substantive requirements based on partner and beneficiary needs, as well as national and international certification requirements and standards for equipment, associated services and works, including relevant best practices.

Ensure coordination with stakeholders and health institutions in defining needs and ensure the adequacy of the identified solutions with national strategies.
Provide support for the development of budgets and planning of operational resources required for the implementation of health purchasing projects. Ensure that budgets are aligned with needs and the identified level of service.
Ensure coordination with various UNOPS technical experts.

2. Definition of the procurement strategy

Support the purchasing team in preparing quotations and identifying delivery times for all equipment purchases related to health projects;
Preparation of technical specifications and bills of quantities to be included in the tender documents for medical equipment to be acquired as part of the project.
Preparation of technical requirements for equipment installation, including all relevant infrastructure works.
Develop a schedule of requirements, conditions, evaluation criteria and exact submissions required from bidders prior to tendering.

3. Quality assurance

Develop a quality assurance plan and integrate the strategic approach into all project documents to ensure biomedical equipment conforms to specifications prior to installations and handovers
Identify the adjacent needs and services required for the types of equipment purchased and develop a complete UNOPS intervention offer, including infrastructure works, installation, assembly and training.
Plan site assessment missions as well as other missions required according to partner requirements (pre-shipment and post-shipment inspections);
Develop a strategy to ensure training of medical staff in operating and maintenance tasks.
4. Development of an implementation strategy

In coordination with project teams and field logistics staff, provide advisory support on logistics planning for delivery and installation, in relation to medical equipment requirements

5. Development and sharing of knowledge

Prepare reports on the analysis of needs in terms of equipment, works/installations and services for each type of establishment.
6. Other tasks

Promote and monitor the development of medical equipment related projects in the country, including the identification of synergies and expansion opportunities, where appropriate.
Visit project sites to carry out detailed assessment missions.
Any other activity assigned by the supervisor.
Education/Experience/Language requirements

Education:
A higher university degree in biomedical engineering (master’s degree or equivalent) combined with a minimum of five (5) years of relevant experience is required.
OR
A first level university degree in biomedical engineering (bachelor’s degree or equivalent) combined with a minimum of seven (7) years of relevant experience.
Certification:
Training in healthcare management is an asset.
Experience:
A minimum of five (5) years of relevant experience in the field of biomedical engineering is required for candidates holding a Master’s degree or equivalent.
A minimum of seven (7) years of relevant experience in the field of biomedical engineering is required for candidates holding a Bachelor’s degree.
Progressive experience in the acquisition of medical equipment is an asset.
Experience in successful collaboration with various stakeholders in the health sector, particularly governments and development partners, including UN organizations, is an asset.
Experience working on projects funded by major global donors such as the World Bank is an asset.
Expertise in infrastructure work related to the installation of biomedical equipment is desirable.
Language:
Fluency in French is required.
English language proficiency is required.
